ROSTERS
Only S.A.Y. Rosters are being used this season. If your team currently has a SAY roster, you do not need to do anything further other than email us a copy of the roster. We are not creating cards.
If you need a SAY Roster, the template is available through the registration process and can also be found at the top of this page. It can be handwritten, for convenience. The Cost is $6 per player and is paid in addition to the League Fee.

On match days, coaches or managers should have either a player card from any entity or the players birth certificate in the event there is a roster check.
Any team found using a player not on their approved SAY roster, will be banned from the league without a refund.
Any injured player that is not on an approved SAY Roster, will NOT be covered by the league or the facilities insurance. Any illegal player releases & indemnifies North Baltimore FA (NBFA), Central Maryland Soccer Association (CMSA), and The Boys' Latin School of Maryland and its assigns, officers and agents from any and all liability as a result of physical injury, illness and/or loss of income.

ABUSE PREVENTION CERTIFICATE
All Coaches are required to complete the SAFE SPORT ABUSE PREVENTION COURSE. If you have already completed the course through your club or rec council, email us a copy of the certificate to NorthBaltimoreFA@gmail.com.
If your coach has not completed the course in 2024, you can complete it here. Once completed, please email us the certificate. You want to complete the SafeSport Trained Core Course. It's a 90 minute course.

IMPORTANT COACH INFORMATION
There is no coaching license needed to coach a team. Any adult who is registered with the team as a coach or manager can sit the bench.
COACHES WITH MULTIPLE TEAMS
North Baltimore FA will attempt to accommodate coaches with multiple teams by scheduling them with back-to-back games as much as possible. If you coach multiple teams, you must enter this information in the registration system when you register.
COMPETITION FORMAT & RULES
Official futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules.
HOUSE RULES TO THE LAWS OF THE GAME
PLAYER CARDS
Outdoor Player Cards are acceptable as ID and may be checked against the teams' NBFA Futsal roster at any time by a league administrator.
DOUBLE ROSTERING
Players may be double - rostered. If a player is playing on two teams in the same division, please email us and make us aware so we can approve it.
If a player is on a brother team and plays for the same team/club in the same division, we do not need to be notified. This is totally acceptable.
We try to be as accommodating as possible when it comes to double-rostering as it provides additional playing and development for the players. Please email us with any questions.
FUTSAL GAME BALLS
The League will provide Match Balls. Teams should bring their own futsal balls for warm up. NO SOCCER BALLS ARE ALLOWED IN THE GYMS AT EITHER FACILITY.
SIZE BALL USED BY EACH AGE GROUP:
U12 and younger - size 3.
U13 and older – size 4.
*In the event that the U12 and U13 age groups are combined, games will be played with a mutually agreed ball by both coaches and the referee..
Do not bring outdoor soccer balls into the facilities. They are not allowed for warm-up. Only futsal balls are allowed. The league will provide match balls.
EQUIPMENT
The wearing of shin guards will be mandatory for all players. Indoor, flat soled soccer shoes also must be worn.
TIME OUTS
Time outs are limited to one per half for 60 seconds.
HOME TEAM
The Home team is the team that is listed first on the Schedule and should wear light/ white jersey. In the case of a jersey conflict, home team must change jerseys or put on bibs. Visiting teams kicks off first.
FORFEITED GAMES
If a team fails to show for a scheduled match, the referee shall allow a 5 min grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (4), the game clock will begin. If ten minutes have passed since the scheduled game time and 4 players are not present, the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.
If the referee terminates a match for reasons other than an act of God or field conditions, the North Baltimore FA Directors will decide the result of the match after hearing the official reason from the referee, and both coaches.
** Forfeit Fee: There will be a $50 fee due for any game your team forfeits. This fee will be deposited into an account for the forfeiting team’s opponent and will be used as a credit for their future registration fees.
STANDINGS & RESULTS
The League will not post results or standings. We will keep records pertaining to results and can potentially adjust the schedule at least once during the season to keep teams playing against evenly matched opponents, including playing up and down age groups.
EJECTIONS - RED CARDS
If a player is ejected from a match, the player’s pass together with a referee’s report of the incident shall be turned over to the North Baltimore FA administrator by the referee.
The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match.
The maximum penalty, after review by the North Baltimore FA Futsal Directors, may result in the individual players or teams’ expulsion from the competition.
If a player is ejected from a match the referee will document the red card on the back of the score sheet and present it to the League administrator. The player will serve a one game suspension. after the completion of the match.
The team that has been issued the red card will play a man down with 4 players for two minutes or until a goal is scored by either team. After a goal is scored or the two minutes elapse, the carded team may return to full strength with 5 players.
COACH EJECTIONS
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the League administrator by the referee.
The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.
Coaches, Players and Spectators may be expelled from the league for excessive and abusive behavior towards spectators, players, referees, coaches and league staff.
The maximum penalty, after review by North Baltimore FA Directors, may result in the individual coach or team’s expulsion from the League.
GAMES CANCELLED BY OPPONENTS
If an opponent cancels a game or does not show for the game, the other team may use the court/game time. If your team must cancel, call or email (northbaltimorefa@gmail.com) the the league (410.262.2418) as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Game reschedules can not be guaranteed.
RESCHEDULES
At time of registration, each team is allowed one bye request, if entered into registration system before registration deadline. You may enter a second date at the time of registration only if you are willing to play double headers. Reschedules and byes are not guaranteed. but we'll do our best to accommodate the request.
GAMES CANCELLED BY NORTH BALTIMORE FA
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility conflicts/ problems. If we do need to cancel any game(s), we'll make every reasonable attempt to make up the canceled games, but we can't guarantee make-ups. In the event games are canceled and we can't reschedule them, refunds will not be provided.

Frequently Asked Questions
Q: How many players should I have on my roster?
A: We recommend 8-12 players. The minimum you may have is 5; max is 18.
Q: What size ball does my team need?
A: U12 (2005) and younger - size 3
U13 (2004) and older – size 4.

Q: How long are the games?
A: Two 24 minute halves (plus a short halftime break)
Q: How do substitutions work?
A: Substitutions are unlimited and are done “on the fly” from designated areas at mid court. The entering player may not step onto the court until the player exiting has left the court. This can happen simultaneously however.
Q: Are numbered jerseys required for league play?
A: No, the only kit requirement is that all players wear the same color.
Q: Does my team need a coach? And does the coach need to be licensed for futsal?
A: A coach are required to sit in the bench, but a parent is fine. No licenses are required.

Futsal is a fast paced and incredibly fun and rewarding game played around the world. Using a basketball sized playing field and low bounce ball, player's are constantly challenged with solving the dilemma of playing with limited time and space. Ball control, mobility on and off of the ball and combination play are essential tools every successful futsal player and team must work on developing to achieve success, which correlates directly to the outdoor game.
